.040 x .080 Evergreen styrene strip ( part #144 ) is used to correctly space the outer ring below the panels for gluing.

The styrene strip is placed between the ring and the bottom edge of the outer dome, snugged up and then taped in place.

Turn the dome upside down and glue the bottom edge first between the tape. After the glue sets, remove tape and finish gluing.
